Zusammenfassung:Abstract: The structure of time is - to use a Heidegger paradoxon - the "unhidden hidden". The manifestations cannot be read like a clock as in timekeeping but must be surmised by inference. And this requires retrospection. The structure of time, asunderstood today, does not mean firstly "of yesterday" (the immediate past). It requires a long incubation time. Function and dysfunction of democracy cannot be understood if this incubation time is not taken into consideration.;
